I belive this would be better fit for enable/disable in config. Not a command. Do you mean for the administrator who owns the server, having certain settings for each ranks? That sounds good too! But there's still the problem with lag with big servers and cuboids, so it might help higher ranks that...

Perhaps what you want is a /Replace [Block_1] [Block_2] [New_Block] EXCEPT with out having to specify the blocks. With cuboid, you make a cuboided area with current block or just one u specify. With paint, you just click on a block from the one you have and it starts painting that color. So combine...
