Giving /mute to veterans

I have seen certain situations where it would be nice to have mute, but there is almost always a op on to mute the person. On the rare day when there are no ops on we still have the ability to warn the troller a few times, and if they are really that bad, kick them. So there is really no need for mute because you have other options that you can choose to use. Mute would really just be a luxury to veterans, not a necessity.
