I know you have to download Wom to fly but I think it should be changed so you can do it with /fly. Maybe you just don't want guest to be flying around all the time if that's the reason make it some thing builders and higher ranks can do it (this would help the vets who can't and/or don't want to download Wom).

It's not possible. Minecraft Classic on its own has no code built-in to support flying. It is something that needs to be done client-side, which is why WoM exists. A /fly command would be difficult to implement and would be slow and unreliable.
