This would be a good command for the survival server because you would be able to give items to people. Maybe you are paying them so they can do something/live with them/etc. or you can just be nice.

So lets say I am playing online with fragmer, and I just got back from mining. I bring back a surplus of iron, and some of it I do not need.

The command would look like this:
/gift <player you want to sent items to> <item/block ID> <quantity>

The item ID of an iron ingot is 265.

Say I wanted to give him 20 ingots. I would do /gift fragmer 265 20

Let's say that fragmer doesn't want the iron. He can do /return and send it back.

This is not going to happen because:
- U would require a complete new plugin (smp is not like free build in which u can code commands in as u please).
- U can /tpa to players to give them stuff (60 sec cool-down is not much to deal with).
