[FIXED] Emotes are not working in /staff

Title says it all.
I did not check other communications like @@rank or @person.
But emotes like {love} show up blank.
/staff {O} Hi there!
Will show up like:
Staff: Hi there!

Emotes work find in /staff. "{love}" is not a recognized emote keyword. For a full list of keywords, see

Looks like {o} was indeed getting trimmed by a bug. As far as I can tell, that's the only emote affected.

Emote keywords and Unicode equivalents can now be included in announcement and rule files.
Leading and trailing spaces are now trimmed from kick/ban/unban reasons.
