I finally fixed my server from being messed up and running, but now i cant promote from console... or type any commands for tht matter. it telles me i must be at least the rank tht is needed to do tht. any helpers out there?

Check the permissions of the maximum rank.

Console should get all permissions, regardless of what the maximum rank has.

There are a couple cases when console gets affected by restrictions of the highest rank. I havent found a good way to avoid it yet.

Thank you for this helpful post. A LOT. ive been with no console commands for about a day and a half.
