When you start to spectate someone, and someone else is already spectating that person(that is your rank or below), it should tell you that someone is already spectating that person.
eg.
Player A is spectating Player B.
You start to spectate Player B.
If Player A's rank is equal to or lower than you rank, the server then tells you:
"Player A is already spectating Player B"
Suggesting this because I sometimes see two people spectating the same person

Perhaps the highest ranked spectator should always get a message, so that:
"<Player C> started spectating <Player B>"
Will tell you the lower ranked player is keeping an eye on player B, so that the higher ranked can get on doing important stuff, instead of just omitting a message in this case.
Maybe even an anonymous message for when you are the lower ranked:
"<Player B> already is being spectated"
Though that could cause them both to stop spectating.
"<Player C> started spectating <Player B>"

I was simply going to notify the higher-ranking players about anyone already spectating / starting to spectate the same target as them. For example, SpectatorOwner and SpectatorOp are spectating player Target. Owners can see hidden ops, so they would get a message like "Player TargetName is already spectated by: SpectatorOp." Both players can spectate, without interfering with each other, but only the owner will be notified.
