Players should be able to look at the rules whilst frozen.

Or when they are frozen, the rules show up automatic.

I remember back when we used mc# you could send the rules to a player by adding their name after /rules. Maybe something like that would be a good idea?

The /rules command already takes a parameter - subsection name. For instance, we have "/rules chat", "/rules building", and "/rules builder" sections that go into detail on those topics. So I cant really substitute section name for player name without adding ambiguity to the syntax.
