That's not a bug, it's so that you know who else is on their ip when you kick to alert you of possible griefing teams. You can then check on the other player to see if they are innocent or not.

if I was to kick boblol0909, it would say "boblol0909" is also on the IP.

Chat-related commands (like /me, /say, and /staff) cannot be repeated with "/", that was a recent addition - due to spam/abuse.
The kick thing is a real bug though, and I will fix it. It's supposed to exclude the kicked player from the list of other-players-from-IP.
