Positive. When I reproduced it, I created the zone myself. Even if whitelisting were disabled, it's still odd that I'm told I must be guest+.

If I am blacklisted from a zone called "test" set to guest+, and I attempt to whitelist myself in it, I see this:
"You must be guest+ to add yourself to this zone's whitelist"

Imo, changing of rank ought to be as precise as possible. I see typing the whole name as assurance of ranking exactly who you wanted to rank. I can think of a couple areas where this shortcut could cause a problem, and rank the wrong person. You could always teleport to them and use - for a mega sho...

/mark partially alleviates this problem, as you can fly up and use your head height as a reference. However, /mark isn't always accurate, and even if it were, this idea would be far more convenient for the scenario.
