i would use smooth stone for the dam itself

for the waterflow you could use pistons that go on and off.

i personaly would make 2x2 holes in the dam for the water to come out,
becouse they are easy to close.

I don't think that communist markings are offensif. i filled half my chest whit redstone becous it took me a lot of time to collect for my giant display and i am now asking my'self if im abel to keep it all ( after counting i got 13 stack's and a half of redstone)
