It will all be done out of visible site. the mountain will be effectively carved out, as long as you stay clear of that then its fine.

Its a tiny area removed... Does it really make that much difference?

Creative mode per zone isn't doable, and I don't actually see its not even possible afaik.
PvP-free zones of some description will be purchasable via in-game money. I believe you got confused with real, and in-game money.
