It requires two blocks (a center and a radius on the outside edge)

When they demoted you.
What was the reason.
Why you should be repromoted.

Until you do that, we cannot consider the appeal.

I can't think of a reason why ignoring offline players would be useful, and it would be far easier to type the command and the name if only online people were considered.
