The sole purpose of /say is to imitate server msgs. Hence your suggestion contradicts the cmds very nature.
If you've got significant problems with abuse of that command you could
restrict its usage and/or grant your moderators read access to the log files (eg via ftp).

It doesn't state it was "down forever", but that it's no longer supported (by mojang).

We teach builders not to moderate if vet+ players are around. /rules builder tells them they are allowed to moderate as long as no op+ is present.

Also it might be a good idea to add a line advising them to join school if they want to try new commands.
