[INVALID] Placing blocks on water blocks.
I find it annoying to place a row of like wood and the have to add water onto of it and then delete the wood to make a floating bar of water (just and example) so I was thinking, being able to turn on a command /hrwater...this allows u to place water blocks next to water blocks, even if there r no solid blocks around...it's pretty much making the water hard..lol

Try using /c? If not, /r air water

The only use of this I can think of is adding water around the hull of a ship. Using /c is a tedious method on that occasion, but I don't believe it warrants a command of it's own.

In which case you could just place the required water blocks to a unique block, and then do a '/r block water' at the end.

I think he might mean being able to place blocks onto water. For example, you cannot right-click water to place a block op top of it. So to harden the block would make that possible.
But for what you were describing, for now just place red blocks in the air as you want the water blocks to look then /replace red water.

Being able to place blocks directly on water would require a client-side modification. I can't do anything about it in fCraft.
