My opinion: Won't make it pass the House.

If by some chance it does, the effects on piracy will be minimal. Our economy will flat out drop back to where it was when the recession started. Also, sadly enough America will probably see its largest revolt/protest it has seen over a bill and the bill will get withdrawn.

Have you ever felt censorship? china certainly has.

Example
BaiDu is one of china's largest and most popular search engines. Here, i demonstrated a search to a relatively sensitive topic, the Tienanmen Square Massacre.

At first glance, looking over the results, you might notice that the links have absolutely no tie to the topic at hand: The Tienanmen Square Protest of 1989. You see a few links to the tourist attractions and description of the square itself, but not much else. Other than that, it doesn't seem like anything's wrong till you see this bolded sentence right below the search bar:

根据相关法律法规和政策,部分搜索结果未予显示。
Which Translates to:
According to relevant laws, regulations and policies, some search results were not shown.

Imagine that on 1000x scale, just by looking up "Skyrim", then you understand censorship.
