Yes, I literally mean that. Fragmer even asked the Mojang developer responsible for coding the list as to how it's sorted and he answered that he didn't know - LOL. Basically he displays it the way it comes out of the DB, which means it is sorted at the whim of SQL's native stream optimization (whatever engine he is using).
