An option that allows you weather you want to order commands in:
1) Alphabetical order (default as it is right now)
2) Color order

I would want to use color order so I could see which ranks I can use instead of looking all over the list.

Explain further more, I see what you mean, But maybe, Place commands that for higher ranks first?

Example:

-ban, -banex, -kick, freeze,

Just a small idea off yours.

You can also , /rinfo <rank> To see that rank's available commands.

Well, /rinfo shows Permissions, not specific commands - it's a bit different. But you CAN see a list of commands available to a particular rank by doing "/cmds @RankName"
