[FIXED] /unspec repeats

Unspec currently repeats when the repeat command is called, but there is no possible way that it would be called successfully twice in a row.

Why havent i come with this! 
Nice obvious 'error' in the repeat.
ps: check other commands as well?
kick, ban, banall, join, wunload..

repeat kick (kicks rejoining griefers)
repeat join (reloading the current world)
banning/unloading should not be repeatable though..

/unspec is not repeatable since r1238 and 0.611+
