Command that marks players to keep an eye on.

This might have been suggested and rejected before, but I was not able to find it with the search button.
I have been asked several times to suggest a command that'll inform the staff of dangerous players, but I thought to recall something similar had been requested. Since, I have been provided with good arguments for having such a feature.
The proposed command, which I will call /watch, marks a player and appends a colored star to its classyname. This will draw the moderators' focus towards the marked player. The star is preserved between play sessions, akin freeze and ban. There will also be a command to remove the star. Not necessary, but useful, would be to store a message in the the players /info, to make clear why the player needs focus.
This command may be used to make sure dangerous players are noticed by staff that joins later on, and the other staff has just left. fCraft freebuild might have certain policies on this, but on a lot of servers the staff likes to give warnings first, this is a way of making such a warning more persistent and more clear. The servers staff may also choose to use this command for other things, having a general way of marking players that meet certain specifications is a versatile addition to the software. It will improve communication between staff members and also provides a solution for the so often-requested ability to add a custom message to a players info.
