It defaults to the highest rank, You need to give the highest rank all privileges.

Correct me if I'm wrong.

Console takes the appearance of the Highest rank, but it will have all permissions, even the permissions that the highest rank doesn't have.

The only thing console cannot do are commands that affect individual blocks, like Cuboid and Zone.

Edit:
Nevermind, console inherits permissions from the highest rank, but certain commands seem to be enabled for console without having the permission.

ajmac22 - What "stuff" were you doing in console? Please be more specific.

Hellenion - actually console IS supposed to have all permissions, regardless of highest rank configuration.

That's what I thought, but I couldn't, for example, ban, demote or shutdown after removing those permissions from owner. There were commands that did work despite the permission not being set though.

To test this I simply deleted some lines from the owner permission list in config.xml, I did not use ConfigGUI since I only ssh'd into my server machine for some quick testing.

Hellenion - That could be a bug. I'll look into it.
