Ability to edit ranks in-game

Well, the topic says the most...
Some softwares, like MCForge, uses some way to give the owner/admin access to change permissions for a rank via a command!
This is something I miss in fCraft, since the ranks can't be changed without server restart, which might be hard to combinate with collecting up-time at the minecraft.net list, if you understand.
I think, correct me if I'm wrong, that it might be possible to connect a command to the config file you edit by notepad, as you do when changing someone's PlayerDB with /setinfo.
So, is it possible to make something like /SetRank [Rank] +[Permission1] -[Permission2], which will give specified rank the specified permission!
Example: /SetRank guest +PlaceWater -PlaceLava will give the rank guest permission PlaceWater, but taking the opportunity for guests to PlaceLava!
I hope I've explained clear enough, ask if you wonder about something.
