/mute addition

I'm not sure how good idea is this but I think its useful. A /mute reason option (/mute PlayerName Time Reason), if used it would allowe a user to give a mute reason and display that reason to the muted if he tires to talk... It will stop all those "Why was i muted questions"...

The reason should also be displayed in the player's info while muted.
