delegate irc moderation to supops

Spammers join our channels once in a while.
Whitelists are annoying. Spam is tedious.
Grant SupOps+ access to irc moderation cmds (kick and ban in particular) to deal with excessive spammers quickly and efficiently!

That's already the way it pretty much works. Supop+ usually get op'ed on the irc channels

Click on the links provided. That's using sucky mibbit. I suggest Googling a little bit about Mirc (an irc client) and how to use it. It's not super difficult.
