What are these even used for? I can understand you might not want to set them to 99999 if you have other uses for your bandwidth, but is there any reason besides that for not using INT_MAX?

It's to prevent the server from overloading the internet connecting with data. Normally it's not a problem, but when the server is busy and there are some large draw commands going, bandwidth limiter kicks in. Without it, the internet connection will start getting backed up until everyone lags out.
