This is entirely up to Wundsalz, but I'm pretty sure he wants to keep WundEdit fcraft exclusive.

And he will tell you it is an fCraft exclusive. You even have to have a modified craftbukkit. Sorry, it's development process will be with fCraft. He has said to me after it is complete he may be interested in a proper release.

I might possibly release my plugin later on. However in its current state you probably wouldn't enjoy working with it as
- it's highly integrated into a set of other plugins,
- there's no documentation for anything and
- it requires a modified version of craftbukkit to run in the first place

Don't hold your breath! I've barely got any time to work on my plugin lately and this won't change any time soon. I will not release anything within the next months for sure.
