I have a VPS with Ubuntu 12.04, mono 2.10.8 and when I run server, show me:

Warning: Heartbeat: minecraft.net is probably down (Error getting response stream (Write: The authentication or decryption has failed.): SendFailure)

and not url

How to fix it ?

Hello, I'm I had a similar-looking problem a long time ago which I fixed by updating mono's SSL certificates. it now has a heading in the troubleshooting page: http://www.fcraft.net/wiki/Troubleshoot ... Failure.22

basically you need to run in your command shell as the user that runs the fCraft server (not as root).

That way Mono can use secure authentication and encryption on its TCP/IP traffic, which is what it's complaining about.
