When you kick someone from the server can you have a message appear if the total number of kicks of all accounts on that persons IP is, lets say.... at least 3? So that we know if that guy is using many accounts to break rules on our server without using /info on each one if we even bother to?

That might not tell you the whole picture David, it's still safer to /info them
