Generally, when a player violates one of the rules, you must warn once AND kick once before banning. You may only skip the warning when the player is speed greifing, aka griefing while using fly hacks, or when the server is under heavy load and there is not enough of a moderator presence. Note that you must still kick before banning in these cases.

Note that there are specific exceptions to this rule outlined in other documents.
