Command requires rank lower than specified. BUG?

I have these ranks as followed:
Owner
CoOwner
Officer
Regular
Guest

In that exact order. A friend who is CoOwner can't use /bringall because it is an officer rank and up only command. I demoted myself to CoOwner and it happened. I made sure CoOwner was above officer on the GUI and also that they both were checked on the rank tab for both ranks. Is it a bug?

This has happened to me too, but then it was because I forgot to check the higher rank on the config...
