Considering (I think this is the one you got USED) it's always safe to format/wipe the OS. Viruses are nasty, and that is quite an easy way to do it. You said you cleaned it out, but that doesn't mean you cleaned it out right. I have a dell that I cleaned out thinking that when it randomly shut off, it was overheating. I cleaned it at least three times, and I had done A LOT of researching. Turns out it was a tiny little it-bity bundle of dust, that nor me, or a air-can found. Broken disk drive? Heh, it is shitty. Seriously though, after having a lot of broken computers given to me, and not knowing what the person before me did with it, its safe to format/wipe. You could invest in Windows 7, or something free like XP. (XP is still a popular operating system).
Those are just my thoughts anyway.
